Governance of innovative dike concepts in the southwestern Delta. Guidelines for projects which combine safety, economy and ecology in a dike zone.
Abstract
The Delta programme in southwest Netherlands is aimed at integrating flood defence with nature conservation, recreation, infrastructure and fisheries. Factors affecting strengths and weaknesses of governance in this zone with innovative dike concepts are assessed. Guidelines are presented for shared understanding and cooperation of different stake holders; fair distribution of costs, benefits and risks; legislation; and shared understanding of knowledge, uncertainty and time scales.
